    Dane County Law Enforcement Showcases New Technology

    Some of the latest in policing technology was on display Thursday outside the Dane County Law Enforcement Training Center, shielded from threats of rain by tents and under the watchful eye of a tethered drone, quietly buzzing against the overcast sky.

    The gadgets on display came from Axon, an Arizona company that develops weapons and technology for law enforcement, military and civilian use. Axon team lead Andrew Padilla said the equipment is "something that's going to keep a community safe."

    As he showed off the equipment, those gathered at the demonstrations craned their necks, mindful of the drone overseeing them.

    Body-worn and squad car cameras were a topic of discussion, as Axon officials and officers discussed the extra layer of accountability that comes with the digital video footage: Dane County sheriff's deputies are undertaking a yearlong body camera pilot program in the West Precinct. County officials approved the program in November, allocating $320,000 for the test.

    Law enforcement officials were invited Thursday to test out Axon's virtual reality Taser training simulations.

    Another star of the show in the training facility parking lot was the Taser 10, which Dane County officers will soon be outfitted with. The Taser 10 boasts a maximum effective distance of 45 feet, about three times that of its predecessor, the Taser 7. And when you're confronting a suspect, Padilla said, distance is everything.

    "The key thing is to create distance, speak to that subject and de-escalate the situation," Padilla said. "Just because they pull the Taser out of their holster doesn't mean they're going to use it."

    A screen showcases what the VR headset user sees, a target suspect lit up on screen.

    Officers were invited to test the Tasers on tarp-material targets and in virtual reality, the latter drawing more attention. A headset put the user in a dark room, or a liquor store parking lot, with suspects drawing weapons or shouting.

    "It's going to make the community safer, keep the officer safer as well," Padilla said.

    A virtual reality headset places users in different scenarios and allows them to practice deploying a Taser in real time.

    While virtual reality has yet to make its way into the Dane County police academy, training Lt. Jeffrey Heil is looking forward to putting the new Tasers into action, replacing the current models, which he said are around a decade old.

    "Everything in our research has shown us the new equipment is more reliable, more accurate. It gives the officers immediate feedback that it's working the way they intended it to," Heil said. "When we have to use it, it's more effective."

    As technology intensifies, so does police training. When Heil went through the police academy in 1995, it was a 400-hour commitment. Recruits now face 720 hours of training, including much more hands-on instruction.

    "When I started in law enforcement, we didn't have a computer in the car, we just had a radio. I've watched in my career the technology become more of what we do," Heil said.

    Before his time at Axon, Padilla, too, was an officer, serving 21 years with the Santa Fe, New Mexico, police. Like Heil, Padilla said he has marveled at the advancements in policing since his early days.

    "I wish I would've had these devices back in my day when I was a young police officer on the streets," he said.

    The council, after a marathon meeting with impassioned debate, voted 11-9 about 4 a.M. Wednesday to let the city begin preparations for a yearlong body-worn camera pilot program in the Police Department's North District

    The meetings are the latest twist in the city's yearslong debate over whether to adopt the increasingly common technology.

    The City Council has been narrowly split on the technology, and the mayor has declined to take a position.

    The survey by the Wisconsin Professional Police Association found strong support for police generally, but less among nonwhite respondents.

    Into this drama steps the City Council's yet-to-be-elected president along with 19 other people, including nine new faces, to be sworn in April 20.

    Two conditions seek to mitigate or limit the use of cameras if they are associated with an uptick in the number of people being charged with crimes.

    At least, 13 of 24 law enforcement agencies in Dane County use body cameras. Five of Wisconsin's 10 largest city police departments have them.

    "No one though is proposing that video cameras are a panacea," said UW-Madison law professor Keith Findley.

    More than half of law enforcement agencies in Dane County employ the cameras.

    Majorities of white and nonwhite respondents believed that most people shot by police were black or members of other minority groups.
